Apparently WAV is (like Ogg) just a wrapper for a variety of audio-encodings, and it's possible to have a WAV which is encoded using MP3 which is technically still a WAV file, so that would have the encumbrance of MP3. But I assume you mean PCM-encoded WAV files, and I'm pretty sure the reason you'd want to use FLAC over those is that FLAC is a <em>compressed</em> lossless format, meaning it will take up less space than the 700MB or so a full CD would use if you just copied the PCM-encoded audio off it into WAV-wrapped files. I suspect the use of Free in FLAC's (expanded) name is to differentiate it from other lossless compression formats like Shorten or Monkey's Audio, not uncompressed formats like WAV or AIFF.
